Annex MONRE Policy and Strategy

*One year MONRE Policy and Strategy, the Cabinet approval on 18 March B.E. 2546

1. Vision

Return the natural environment to the Thai society and work towards the inclusion of natural resources and the environment in the national agenda as they provide the basis for social and economic development. Support proactive integration of the administrative management of natural resources, environmental protection, and biological diversity, based on the principles of public participation and good governance.

2. Mission

Preserve, conserve, develop and rehabilitate natural resources and the environment to ensure their sustainable use, with active participation and support of the public and all stakeholders.

3. Objectives

3.1 Immediate Objectives
  (1) To expedite the rehabilitation of seriously degraded natural resources and make them productive.
  (2) To rehabilitate the environment and mitigate pollution problems in critical areas.
  (3) To enhance the capability of government officials and to support indigenous knowledge, at every level of society, so that it can contribute to successful natural resource conservation and management and environmental protection.

3.2 Mid and Long朤erm Objectives
  (1) To maintain the value of natural resources, bio杁iversity, ecosystem balance and environmental quality, including rehabilitation of degraded natural resources, in order to support national development.
  (2) To develop sustainable utilization of natural resources, which are considered as social capital, so that they can contribute to sustainable nation building that is in harmony with economic development, public welfare and environmental protection throughout the country.
  (3) To encourage proactive integration of the administrative management of natural resources and environmental protection, based on key performance indicators.
  (4) To reform and review laws and regulations concerned with natural resources, bio-diversity, environment and pollution, so that they are consistent with policy guidelines, and to ensure effective law enforcement.

4. Goals on Public Services

4.1 The public with its full capacity and fairness, has knowledge and participates in natural resource management.
4.2 Wealth and sustainability of natural resources and biological diversity.
4.3 Improvement of environmental quality.
4.4 The public is able to sustainably and fairly learn and utilize natural resources.
4.5 Effective, productive, transparent, fair and modern administrative management.

5. Policy
As addressed in the Constitution and the 9th National Economic and Social Development Plan.

5.1 Policy on Natural Resources
  (1) Assess the status and potential of all natural resource sectors including bio-diversity.
  (2) Preserve, conserve, develop and rehabilitate natural resources to maintain their availability and manage their use to satisfy the need for sustainable development, including promoting the implementation of Royal Development Projects.
  (3) Place added value associated with economic, social and environmental impacts resulting from the profitable use natural resources.
  (4) Efficiently formulate rules, criteria and procedures for accessing natural resources by the local community and people抯 groups, ensuring fairness in distributing benefits. This includes providing recommendations, guidelines and measures for all natural resource sectors suited to Thailand抯 situation based on research and development data.

5.2 Policy on Environment
  (1) Encourage rural and urban communities to seek a better environment and better quality of life by coordinating efforts to formulate city plans and community rules that suit the potential of concerned areas.
  (2) Protect, maintain and rehabilitate environmental quality to keep it at a standard suitable for human health and to use appropriate technology for managing environmental quality.
  (3) Prevent and control risks to human health that affect the livelihood of the people and improve environmental quality and the quality of life.
  (4) Enhance the learning process to increase the community抯 capability to protect, maintain and rehabilitate the environment, community, ancient arts, natural beauty, archaeological significance, historical monuments, ancient national treasures, traditional beliefs, lifestyles and local knowledge as national heritage, for the benefit of future generations.

5.3 Policy on Administrative Management
  (1) Integrate the management of natural resources conservation and environmental protection, based on the principle of good governance centered at local area management, participation and decentralization.
  (2) Extend knowledge to the people and continuously enhance institutional capability at all levels.
  (3) Enable concerned people to gain skills and efficiency in using the body of knowledge and techniques required by their ministerial roles and missions.
  (4) Develop systems and standards for administrative management and database development to allow updated GIS networking with the national GIS database mainframe.
  (5) Promote research and development that support policy development, plan formulation and implementation at all levels.
  (6) Campaign and encourage public awareness for all groups of people, including building participation networks to facilitate careful and continuous implementation.
  (7) Respond to issues concerning natural resources and the environment and build tools and mechanisms for managing the environment efficiently.
  (8) Provide incentives based on economic, social and legal measures. 
  (9) Develop mechanisms to reduce conflict over natural resource use and to mitigate environmental problems. These would include market mechanisms to help maintain a balance between demand and supply and encourage responsible use of natural resources and the environment.
  (10) Amend and rectify existing laws and propose new laws to be used as tools to ensure compliance and enforcement. Related laws would be adapted and effectively implemented to respond to the existing situation.
  (11) Increase Thailand抯 role in addressing international issues on natural resources and the environment to develop collaborative development and to protect public interests.
  (12) Monitor, inspect and give performance measurements, using result朾ased indicators.

6. Strategies and Approaches
As addressed in the Constitution and the 9th National Economic and Social Development Plan.

6.1 Strategy 1 Preserve, protect, conserve, use and rehabilitate the natural environment and biological diversity through public participation.

6.1.1 Approach 1 Reduce conflict and increase cooperation.
  (1) Improve attitudes and behavior and enhance common understanding among officials and the general public to know their rights and duties regarding natural resource conservation and environmental quality protection. This would help reduce conflicts and enhance cooperation at all levels.
  (2) Enhance the capabilities of communities, NGOs, local institutions and private organizations to improve their status and strengthen their roles in the conflict arbitration process regarding natural resources and the environment.
  (3) Encourage the retention of local knowledge by preserving local cultures and traditions that support natural resource conservation and environmental protection.

6.1.2 Approach 2 Preserve, conserve and develop sustainable resource use and rehabilitate natural resources on a community basis.
  (1) Survey and assess the status and potential of all natural resource sectors including biological diversity.
  (2) Assess the need for and formulate measurement frameworks and management plans for natural resource use and biological diversity to suit the potential and carrying capacities of concerned areas. This includes development of natural resource contingency plans for possible eventualities.
  (3) Support and develop integrated use of natural resources, based on suitable and sustainable local community livelihoods.
  (4) Research and develop profitable and sustainable natural resource use and substitute energy sources with less impact on the environment.
  (5) Promote building added value to natural resource use to support community livelihoods and the economic enhancement of the community and the private sector.

6.1.3 Approach 3 Maintain a balance between economic and social development and environmental impacts.
  (1) Formulate rules, criteria and relevant systems concerning equitable access to all natural resource sectors.
  (2) Preserve, protect and monitor natural resources so as to maintain stable ecological systems and environmental quality. Also, preserve rare and nearly extinct and endangered species and fragile ecosystems and biological diversity.
  (3) Restore and rehabilitate natural resources and degraded biological diversity to ensure their availability in order to support the economy, society and the environment, with the participation of the community.
  (4) Promote and implement Royal Development Projects concerned with natural resources and the environment.

6.2 Strategy 2 Supervise, monitor and rehabilitate the environment and mitigate pollution.

6.2.1 Approach 4 Prevent, control and mitigate pollution.
  (1) Formulate rules and criteria to reduce the impact of pollution on public health and safety and national development.
  (2) Publish guidelines for use by government agencies, the private sector, NGOs and local institutions responsible for supervising, controlling, monitoring and inspecting environmental quality and pollution point sources.
  (3) Manage pollution to reduce its impact on environmental quality through monitoring, problem solving and rehabilitating the environment. This includes using appropriate monitoring and waste minimization techniques during production and consumption processes.
  (4) Improve laws and make them efficient for implementation and enforcement so as to control and prevent environmental quality problems.
  (5) Promote public participation in monitoring, inspecting and providing solutions and recommendations.

6.2.2 Approach 5 Promote positive environmental quality activities to foster participation by the people and local organizations in maintaining, protecting and rehabilitating the natural environment and community environments.
  (1) Make use of public participation processes in enhancing environmental quality, including government and private organizations.
  (2) Apply measures for Public Information Disclosure on enhancement of environmental quality to provide knowledge and understanding, and to build local public awareness and cooperative networks. The aim is to encourage and promote environmental protection.
  (3) Develop and use social and economic incentive measures in monitoring, controlling, improving and rehabilitating environmental quality.
  (4) Support use of protective measures for national and local cultural and natural heritage.
  (5) Protect, conserve, and rehabilitate ancient arts, natural beauty, archaeological significance, historical monuments, ancient national treasures, traditional beliefs, lifestyles, local knowledge and the community environment.
  (6) Support growth of the community at all levels through natural resource utilization, economic activities, cultural and population-related activities, improving the carrying capacities of infrastructures and public facilities to provide the community with a better environment and quality of life.

6.3 Strategy 3 Support learning processes and people抯 access to natural resources based on equity.

6.3.1 Approach 6 Strengthen the readiness of communities and local organizations to access natural resources based on equity.
  (1) Encourage learning processes and enhance the capabilities of the people and local officials to develop their readiness in administering, conserving, rehabilitating and ensuring sustainable use of natural resources.
  (2) Enhance and support a cooperative network between government institutions, the private sector, local institutions, NGOs and the public in conserving, rehabilitating degraded natural resources, preventing and solving pollution problems and promoting better environmental quality.
  (3) Support the development of systems and mechanisms, including amendment of laws, regulations, charters, and issuance of Cabinet resolutions. This will enable the people to access natural resources based on equity.

6.3.2 Strategy 7 Develop sources of knowledge and promote local knowledge regarding conservation and sustainable use of natural resources.
  (1) Provide the public and target groups with knowledge sources concerning administrative management, conservation, rehabilitation and development of natural environment, in recreation sites.
  (2) Promote and support the building of knowledge as well as opportunities and processes for the retention of knowledge concerning natural resource conservation and environmental protection, to improve the quality of life as a basis for economic development.
  (3) Build simulation models and establish an education center for the development of natural resources and environment. The center would enable the transfer of technology and knowledge suited to Thai society.
  (4) Build a pilot model and demonstration project for village management of natural resources and the environment. This would involve mapping of natural resources and the environment and making it available to the community. Community conservation and development leaders would also be identified.

6.4 Strategy 4 Proactive and integrated administrative management.

6.4.1 Approach 8 Expedite the amendment and updating of laws to make them respond to the current situation and to enable their effective enforcement.
  (1) Expedite legislative amendment and review as well as the issuance of new laws that would efficiently support implementation. These new laws should correspond to policy and should be in accordance with the current economic and social situation.
  (2) Encourage and support the issuance of stakeholder participatory laws, stipulating cooperation between the users and issuers of laws.
  (3) Support research and development of laws relating to natural resources and the environment in accordance with global changes. This would involve monitoring the global situation and upholding national sovereignty and interests.
  (4) Push for the establishment of an institution to be responsible for developing laws regarding natural resources and the environment. These would be linked with related existing laws. The institution would coordinate with agencies inside and outside ministries.
  (5) Application of law enforcement according to the spirit and purpose of the laws based on equity.

6.4.2 Approach 9 Area-based administrative management with stakeholder participation.
  (1) Develop a master plan, sectoral management plans, along with regional, provincial and specific management plans for natural resources and the environment.
  (2) Promote area-based administrative management, development and use of natural resources, using a holistic system of ecology, based on a multidisciplinary approach and good governance principle.
  (3) Build mechanisms to manage natural resources and the environment with people抯 participation at all levels.
  (4) Develop tools and build mechanisms and incentive measures for effective environmental management and reduced natural resource use conflict.
  (5) Promote the establishment of market mechanisms to facilitate demand and supply in managing natural resources and the environment.

6.4.3 Approach 10 Enhance and develop the capacity of concerned officials and organizations.
  (1) Provide concerned officials with opportunities for higher education and training to increase their knowledge and effective administration capabilities.
  (2) Promote the exchange of concerned officials through study visits and training courses with in-country and foreign agencies.
  (3) Support and promote officials with the highest qualifications and potentials to lead organizations.
  (4) Establish a personnel transfer mechanism so that qualified private sector executives may take up executive positions in the Government sector.

6.4.4 Approach 11 Research and develop natural resources and manage the environment using GIS and communications technology to enhance effective management and improve public services.
  (1) Develop and establish communications and intranet and extranet computer network systems to link and allow information exchanges at national (NOC), ministerial (MOC) and departmental (DOC) levels. This would improve promptness, safety and effectiveness in servicing the public and private sectors.
  (2) Develop GIS and MIS using up杢o杁ate, reliable knowledge and information based on a consistent standard. This would enable a proactive and integrated administrative management of natural resources and the environment and serve the needs of government organizations and the private sector.
  (3) Establish a process so that policy development and planning, decision-making and dispute resolution are based on up-to-date, reliable information. This should lead to satisfactory results.
  (4) Promote and conduct research to develop information, knowledge and technology, including establish a research cooperative network and network for research and information exchanges and develop innovations that respond to problem solving and serve as basis to increase the effectiveness of administrative management of sustainable natural resources and environmental quality conservation and rehabilitation.

6.4.5 Approach 12 Holistic and proactive public involvement that promotes understanding of general issues and local area management.
  (1) Support local leaders and local youth groups across the country. They could serve as contacts for the government and private organizations to ensure continuity in promoting natural resource conservation and environmental quality protection.
  (2) Develop and increase the efficiency of public relations by promoting cooperation and information dissemination. This would make use of proactive public relations and the media. Media use would be tailored to existing situations and the target audience.
  (3) Promote knowledge of natural resources and the environment using educational systems for different target groups. In addition, disseminate and exchange information with government agencies and private and foreign organizations.

6.4.6 Approach 13 Enhance Thailand抯 role in the international stage.
  (1) Establish natural resources and environment teams for unity and strength during international negotiations, including strategy partners of both the public and private sectors.
  (2) Establish a central agency to coordinate related institutions in continuously monitoring, collecting, studying, analyzing and developing information on changes in natural resources and the environment, and, in particular, on trade and investment policies that relate to the environment.
  (3) Increase Thailand抯 capability as a regional center for natural resource conservation and environmental quality protection. This would help coordinate policy and international cooperation.

6.4.7 Approach 14 Build mechanisms to systematically monitor and measure performance using key performance indicators.
  (1) Build tools and mechanisms for monitoring, inspecting and systematically doing performance measurements at all levels.
  (2) Monitor and measure performance using key performance indicators. This includes study and development of methodologies and tools for performance measurements that are suitable, effective and practical.
